RESOLUTION 12-2009

A RESOLUTION OF SUPPORT AND PARTICIPATION IN THE ALL-HAZARD MITIGATION PLAN UPDATE, AS SUBMITTED BY THE SANDUSKY COUNTY MITIGATION PLANNING COMMITTEE.

This Resolution is a commitment by the Village to participate on behalf of the residents in the use and adoption of the Sandusky County Hazard Mitigation Plan for natural disasters, thus establishing eligibility for the Village to apply for pre-disaster mitigation funds.  {PASSED BY COUNCIL 01/21/2010}

ORDINANCE 02-2010

AN ORDINANCE TO WRITE OFF CERTAIN DELINQUENT UTILITY BILLS BY THE VILLAGE OF GIBSONBURG, OHIO.

This Ordinance allows the Village Fiscal Officer to write-off certain delinquent utility accounts which are past due in excess of one year where the property owners were deceased.  {PASSED BY COUNCIL 03/04/2010}

ORDINANCE 03-2010

AN ORDINANCE AMENDING ORDINANCE NO. 09-2005, 24-84, AND 20-90 OF THE VILLAGE OF GIBSONBURG, OHIO TO AMEND THE SALARIES AND COMPENSATION OF THE MAYOR, PRESIDENT OF COUNCIL, AND MEMBERS OF THE COUNCIL OF THE VILLAGE OF GIBSONBURG, OHIO.

This Ordinance would have reduced the salaries and compensation of members of Village Council and would have taken affect after the next election cycle in accordance with Ohio Revised Code, Section 731.17.  {FAILED DUE TO LACK OF A SECOND 03/04/2010}

ORDINANCE 06-2010

AN ORDINANCE ADOPTING THE 2010 PERMANENT APPROPRIATIONS FOR THE VILLAGE OF GIBSONBURG, SANDUSKY COUNTY, OHIO.

This Ordinance formally adopts the permanent appropriations allowing the Village to expend the appropriate funds during fiscal year 2010.  {PASSED BY EMERGENCY 03/04/2010}

RESOLUTION 01-2010

A RESOLUTION AUTHORIZING THE MAYOR AND/OR VILLAGE ADMINISTRATOR TO PARTICIPATE IN THE OHIO DEPARTMENT OF TRANSPORTATION (ODOT) COOPERATIVE PURCHASING PROGRAM.

This Resolution authorizes the Village to purchase salt for use on Village streets through participation in contracts with the Ohio Department of Transportation.  {PASSED BY COUNCIL 03/18/2010}

ORDINANCE 09-2010

AN ORDINANCE AMENDING ORDINANCES NO. 26-2009 AND 25-2009 OF THE VILLAGE OF GIBSONBURG, OHIO TO AMEND THE BASIC FEES TO BE CHARGED TO NURSING HOMES AND OTHER LONG TERM CARE FACILITIES FOR WATER AND SEWER.

This Ordinance will amend the formula used to calculate the basic water and sewer fees charged for Nursing Homes and other long term care facilities located within the Village.  {PASSED BY EMERGENCY 03/18/2010}

AN ORDINANCE AMENDING TITLE THREE, PART NINE OF THE CODIFIED ORDINANCES OF THE VILLAGE OF GIBSONBURG BY ENACTING UNIFORM POLICIES AND PROCEDURES FOR THE BILLING AND COLLECTION OF WATER, SEWER, AND REFUSE CHARGES.

This Ordinance amends the manner in which utility billing and fee collection has been accomplished in the past, by enacting uniform policies and procedures for the billing and collection of water, sewer, and refuse charges.  {PASSED BY COUNCIL 04/01/2010}

ORDINANCE 04-2010

AN ORDINANCE AMENDING TITLE THREE, PART NINE OF THE CODIFIED ORDINANCES OF THE VILLAGE OF GIBSONBURG REGULATING THE CONSTRUCTION, MAINTENANCE AND REPAIR OF CERTAIN COMPONENTS OF THE SANITARY SEWER SYSTEM.

This Ordinance enacts a new section, 925.04, which specifically outlines property owner responsibilities for sewer lines and appurtenances.  {PASSED BY COUNCIL 04/01/2010}

ORDINANCE 05-2010

AN ORDINANCE AMENDING TITLE THREE, PART NINE OF THE CODIFIED ORDINANCES OF THE VILLAGE OF GIBSONBURG REGULATING THE OPERATION OF THE VILLAGE WATER SYSTEM.

This Ordinance adds two new sections 921.07 and 921.08 to the existing chapter 921 of the Codified Ordinances.  Section 921.06 outlines the responsibility of property owners and the Village as to ownership and maintenance of water and sewer service lines, as well as other equipment installed between the curb stop to and throughout the consumer's premises.  Section 921.07 outlines Village liability as it concerns the delivery of water services.  {PASSED BY COUNCIL 04/01/2010}

AN ORDINANCE TO WRITE OFF CERTAIN DELINQUENT UTILITY BILLS BY THE VILLAGE OF GIBSONBURG, OHIO.

ORDINANCE 08-2010

AN ORDINANCE AMENDING ORDINANCE 16-2007 OF THE VILLAGE OF GIBSONBURG, OHIO TO AMEND THE FEES TO BE CHARGED FOR THE REPRODUCTION AND DELIVERY OF PUBLIC RECORD COPIES TO THE GENERAL PUBLIC.

This Ordinance establishes a revised fee schedule for the reproduction and delivery of public record copies to the general public.  {PASSED BY COUNCIL 04/01/2010}

ORDINANCE 12-2010

AN ORDINANCE EMPLOYING KEMP TYSON AS A FULL TIME VILLAGE EMPLOYEE EFFECTIVE MAY 17, 2010.

ORDINANCE 11-2010

AN ORDINANCE AMENDING SECTIONS 941.01 THROUGH 941.04 AND ENACTING SECTIONS 941.05 THROUGH 941.13 OF THE CODIFIED ORDINANCES OF THE VILLAGE OF GIBSONBURG FOR THE PRESERVATION OF PARK PROPERTIES AND GOOD ORDER THERE WITHIN.

This Ordinance amends and supplements Chapter 941 of the Codified Ordinances which governs the use of public parks within the Village and provides for the protection and preservation of all park property, natural features and the protection of park patrons.  {PASSED BY COUNCIL May 20, 2010}

RESOLUTION 02-2010

A RESOLUTION AUTHORIZING THE FISCAL OFFICER AND VILLAGE ADMINISTRATOR TO ENTER INTO A CONTRACT WITH MEDICAL MUTUAL OF OHIO FOR THE PROVISION OF GROUP HEALTH CARE COVERAGE FOR VILLAGE EMPLOYEES ON BEHALF OF THE VILLAGE OF GIBSONBURG.

This Resolution authorizes the Fiscal Officer and Administrator to enter into a renewal contract for the provision of employee health care benefits.  {PASSED AS AN EMERGENCY June 17, 2010}

AN ORDINANCE ADOPTING A PERSONNEL POLICIES AND PROCEDURES MANUAL FOR THE VILLAGE OF GIBSONBURG.

ORDINANCE 14-2010

AN ORDINANCE ESTABLISHING A STIPEND FOR THE VILLAGE ADMINISTRATOR FOR OBTAINING A CLASS 1 WATER SUPPLY OPERATOR LICENSE OR A CLASS 1 WASTEWATER OPERATOR LICENSE.

This Ordinance will compensate the Village Administrator by paying a stipend of $130.00 per pay period for holding a valid Class 1 Water Supply Operator license. {FAILED PASSAGE BY COUNCIL DUE TO A LACK OF A MOTION TO ADOPT ON THE THIRD READING July 15, 2010}

ORDINANCE 17-2010

AN ORDINANCE EMPLOYING MICHAEL SENYO AS A FULL-TIME POLICE OFFICER WITHIN THE GIBSONBURG POLICE DEPARTMENT.

This Ordinance laterally transfers a part-time police officer to the status of full-time police officer to fill a vacancy created by the resignation of a full-time police officer. {PASSED BY EMERGENCY July 19, 2010}

RESOLUTION 03-2010

A RESOLUTION DECLARING A TEMPORARY MORATORIUM OF NO MORE THAN ONE HUNDRED EIGHTY (180) DAYS ON THE CONSTRUCTION OR ERECTION OF WIND ENERGY TOWERS OR TRANSMISSION FACILITIES WITHIN THE VILLAGE OF GIBSONBURG AND DECLARING AN EMERGENCY.

This Resolution prohibits, for a period of 180 days, the construction or erection and operation of wind energy towers or transmission facilities within the corporate limits of the Village. {PASSED BY EMERGENCY July 19, 2010}

RESOLUTION 04-2010

A RESOLUTION DECLARING A TEMPORARY MORATORIUM OF NO MORE THAN ONE HUNDRED EIGHTY (180) DAYS ON THE CONSTRUCTION AND OPERATION OF OUTDOOR WOOD, CORN OR OTHER COMBUSTIBLE BURNING FURNACES WITHIN THE VILLAGE OF GIBSONBURG AND DECLARING AN EMERGENCY.

This Resolution prohibits, for a period of 180 days, the construction or operation of an outdoor, wood, corn or other combustible burning furnace within the corporate limits of the Village. {PASSED BY EMERGENCY July 19, 2010}

ORDINANCE 16-2010

AN ORDINANCE TO ADOPT THE SOLID WASTE MANAGEMENT PLAN FOR THE OTTAWA-SANDUSKY-SENECA JOINT SOLID WASTE MANAGEMENT DISTRICT.

This Ordinance approves the District Solid Waste Management Plan, as presented by the Policy Committee of the Ottawa-Sandusky-Seneca County joint solid waste district. {PASSED BY COUNCIL August 19, 2010}

ORDINANCE 18-2010

AN ORDINANCE ESTABLISHING A STIPEND FOR THE VILLAGE ADMINISTRATOR FOR OBTAINING A CLAS 1 WATER SUPPLY OPERATOR LICENSE OR A CLASS 1 WASTEWATER OPERATOR LICENSE AND AUTHORIZING THE VILLAGE ADMINISTRATOR TO EXECUTE ANY AND ALL DOCUMENTATION PERTAINING TO THE VILLAGE WATER AND WASTEWATER SYSTEMS.

This Ordinance will compensate the Village Administrator by paying a stipend of $72.00 per pay period for obtaining a Class 1 water operator license, and an additional $72.00 per pay period for obtaining a wastewater operator license.  In addition to this, the Ordinance authorizes the Village Administrator to execute any and all documentation pertaining to the Village water and wastewater systems, provided the Administrator is properly licensed. {PASSED BY COUNCIL September 02, 2010}

RESOLUTION 06-2010

A RESOLUTION AUTHORIZING THE MAYOR AND/OR THE VILLAGE ADMINISTRATOR TO APPLY FOR AND ACCEPT AN OHIO PUBLIC WORKS COMMISSION ISSUE 1 GRANT ON BEHALF OF THE VILLAGE OF GIBSONBURG.

This Resolution authorizes the Mayor and/or Administrator to apply for and accept an Ohio Public Works Commission Issue 1 grant for the financing of waterline improvements in the northwest portion of the Village. {PASSED BY EMERGENCY September 02, 2010}
